This is tied to "Damaged Goods," a one-off Trevor mission. His mother turns up at his trailer, locks him out, and demands he bring back all the Deludamol he can find. It only becomes available once, and only for Trevor.
Where the vans actually spawn
Deludamol delivery vans park outside hospitals and pharmacies around the map rather than at one set location. A reliably good spot is the Dollar Pills Pharmacy in Strawberry — check there first before driving a wider loop.
What to do once you have one
Steal the van and the game automatically marks the route back to Trevor's trailer in Sandy Shores. Drive it there to finish the mission.
How it ends
Trevor gets back to find the trailer empty — his mother is gone. It is a short, bleak beat rather than a reward mission, and it is easy to miss entirely if you never trigger it.
