Online: heavily policed
GTA Online runs BattlEye anti-cheat while you're connected. Running a mod menu with BattlEye active is what gets accounts flagged, and Rockstar's response has included temporary and permanent bans tied to the save itself, not just the session.
Offline: a genuinely different game
Single-player mods on the Enhanced PC version work the same way they always have on PC: install them, launch offline, and nothing you do touches your online save. Trainers, texture mods and script mods are common here and carry no online risk if that install never goes online.
What changed with Enhanced
The Enhanced codebase is different enough from the legacy version that older Legacy-only mods and menus don't always work on it without an update from their author — check compatibility before assuming an old tool still functions.
The bottom line
If a "mod menu" claims to work online without detection, treat that claim as false advertising rather than a genuine option. The accounts running them are the ones getting banned.
