The trigger

Complete the main job Transmission, which falls some time after the end of Act 1. Once it is done, Songbird makes contact and the expansion's opening becomes available. If you have already passed this point on an existing save, Phantom Liberty is playable immediately — there is no separate purchase-day gate beyond owning the expansion.

Starting a new character instead

You do not have to replay the base game to reach it. A new character can jump straight into Phantom Liberty's opening, and doing so sets you to level 20 automatically so the expansion's early combat is not a mismatch against your build.

Which route to pick

Playing through from the start gives you the full context for Songbird, Reed and the choices that follow. Jumping straight in is the faster route if you already know the base story and just want the new content.
