Hogwarts Legacy Infamous Foes Map: Finding the Skull Markers

They do not appear until you have flown near them, and the count the challenge tracks is not the count the guides list.
The Hogwarts Legacy infamous foes map markers are the skull icons scattered across the world, and the thing nobody tells you is that they are not on the map by default.
How the markers appear
A skull only shows up once you have travelled reasonably close to its location, usually on a broom. After that it stays on the map permanently, so a single high-altitude pass over each region is enough to populate most of them without fighting anything.
That is the efficient approach: fly the whole map first, let the skulls populate, then come back and clear them in order of level.
Two different totals
Guides commonly list 21 named Infamous Foes, while the in-game Collections tracker counts 18. The difference is that several named foes are tied to specific quests rather than to a world marker, so they are fought during the story and do not appear in the exploration count. If your tracker says 18 and a guide says 21, neither is wrong — they are counting different things.
Named foes include the Absconder, Belgruff the Bludgeoner, the Quagmire Troll, the White Wolf, Pergit, Alexandra's Troll and the Lord of the Manor, among others.
The reward
Completing the Defeat Infamous Foes challenge unlocks a set of face masks in Gear Appearance. Individually, each foe drops gear well above its region's usual level, which makes them a reasonable way to keep your kit current while levelling.
Difficulty warning
These are level-gated encounters and the game does not hide it — the level shows on the marker. The Absconder in particular is a scaled-up dungeon boss and will end an under-levelled run quickly. Check the number before you land.
